Surveying one building is straightforward. Surveying a whole portfolio is a different task. When you need consistent, accurate records for ten, fifty or several hundred properties, how you plan the programme matters as much as the survey work itself.

This guide sets out how to plan a measured survey programme across multiple properties, so the data you receive is consistent, usable and ready for your internal teams, consultants and contractors.

Why portfolio surveys need a clear plan

A single survey has one building, one scope and one deliverable. A portfolio programme has many of each, often with different ages, uses, tenants and levels of existing information. Agreeing the right level of detail

Level of detail is the single biggest driver of cost, time and usefulness. Too little and the survey will not support your projects. Too much and you pay for information no one uses.

    including elevations, sections and reflected ceiling plans

    where plant, MEP and distribution matter

For facilities management portfolios, a consistent moderate specification across every site is often more valuable than heavy detail on a few. The aim is records that answer the same questions at every property.

Planning access and survey logistics

Access is where portfolio programmes are won or lost. Occupied and operational buildings need coordination, and delays on site become expensive once teams are mobilised.

Plan for:

  • Occupancy:
    tenanted floors, live environments and areas that need clearing
  • Timing:
    normal hours, evenings or weekends to avoid disruption
  • Permissions:
    permits to work, inductions, security clearance and escorts
  • Health and safety:
    risk assessments and method statements suited to each site
  • Sequencing:
    grouping properties by location or type to reduce travel and mobilisation

A good programme confirms access arrangements before surveyors travel, so every visit is productive.

Standardising deliverables across every site

The value of a portfolio dataset comes from consistency. Every survey should follow the same rules, so a drawing from one building behaves like a drawing from any other.

    layering, line work, symbols and annotation
  • Naming:
    files, sheets and levels following one agreed convention
  • Coordinates and origin:
    a shared reference so data aligns and can be combined
  • Formats:
    agreed outputs such as DWG, RVT, IFC, PDF and point cloud files
  • Survey grade:

Buildings change, so portfolio records need a process for staying current, not a single delivery that ages quietly.

Set out:

    one agreed location where the current files live
  • Revision control:
    clear version numbering so everyone uses the latest record
  • An update trigger:
    when a resurvey happens, such as after refurbishment or change of use
  • Handover:
    how data moves to consultants and contractors, and how their changes return

  • Building Safety Act 2022:
    introduces the golden thread, a duty to hold accurate, current building information in a digital format, particularly for higher risk residential buildings. Measured records support this directly.
  • Fire safety duties:
    under the Regulatory Reform (Fire Safety) Order 2005 and later fire safety regulations, the responsible person needs accurate plans to inform fire strategy, compartmentation and evacuation.
  • CDM Regulations 2015:
    designers and contractors need reliable information about an existing building before works begin. Good survey data reduces risk and rework on refurbishment projects.
  • Control of Asbestos Regulations 2012:
    the duty to manage asbestos relies on knowing exact locations, which sit far more clearly on accurate plans and records.
  • Equality Act 2010:
    access audits and reasonable adjustments depend on measured plans that reflect the building as it actually is.
  • RICS guidance and ISO 19650:
    RICS measured survey guidance sets accuracy and detail specifications, while ISO 19650 shapes how information is named, structured and managed across a portfolio.
